The interim financial deal agreed to in September between the three supervisor’s unions and the City was ratified on 13 November 19 at City Council.
The terms of the contract were originally posted on the website in September, a summary of the interim agreement is listed below.
Since the interim financial agreement, the arbitration process continued with five mediation sessions in September and October. The mediation sessions resulted in several tentative agreements, however, there are several outstanding issues yet to be resolved.
Arbitration hearings are scheduled in December with arbitration written briefs due in January. We anticipate a final decision in April.
The below retroactive salary increases shall be paid in the first quarter of 2020. The salary increases and health care rates shall be effective January 1, 2020. The current contract will remain in effect until the unresolved issues are ratified including retiree healthcare.
Interim agreement:
Contract Term 7/1/16 thru 6/30/22.
Retroactive Base Salary Increases:
July 1, 2016: 2.00% (Sergeants and Captains, those Lieutenants that were active at the time of the previous “me-too” arbitration received a retro for the 2%)
January 1, 2017: 1.00% (All units)
January 1, 2018: 2.25% (All units)
January 1, 2019: 2.25% (All units)
January 1, 2020: 2.00% (All units)
Retroactive Duty Availability Allowance Increase: January 1, 2017 $950 per quarter
Health Care Contributions: January 1, 2020: Single 2.7921%, Employee plus 1 3.4854%, Family 3.9765%
Salary Cap Increases: January 1,2020 $100,000, January 1, 2021 $115,000, January 1, 2022 – $130,000
Prescription Drug Deductible: (Family) 2020 $35, 2021 $75
Future Base Salary Increases: January 1, 2021: 2.00% (All units) January 1, 2022: 2.00% (All units)
“Me Too” remains in effect, if FOP or Local 2 negotiate a larger percentage base salary increases for the period July 1, 2017 through June 30, 2022, PBPA to receive same increase. If FOP or Local 2 negotiate a lower increases in Health Care contributions or salary cap, PBPA units to receive the same lower increases.
